Cloward and Piven comes to mind, but I think there may be another reason at play here. When he was Obama's Chief of Staff, Rahm Emanuel articulated one of the central tenets of Cook County politics: "Never let a crisis go to waste." The natural corollary to that rule is "If you don't have a crisis handy, make one."
I believe that is what the President is trying to do. The IRS investigation is heating up. Trey Gowdy began his hearings on Benghazi yesterday. Congress is screaming about his illegal activities in Iraq and Syria.
If ever a Chicago politician needed to manufacture a crisis, this is it.
