Hysteriocracy is government by hysteria. The tactic is to maintain constant pressure on the "opposition" - which in this case is us - by inventing threats of impending disaster to induce wide spread panic. The objective is to dull our rational sensibilities with the irrational emotion of hysteria. If this sounds reminiscently like a description of terrorism, it's probably because that's what it is!
Hysteria can be a potent political tool. If you can create sufficient anti-gun hysteria in the populace, you might be able to dismantle American's ultimate safeguard against government Fascism, and if you can convince people that (alleged) lack of medical care for the poor is a critical problem for our economy, you can inject even more government Fascism into the medical industry. We are continually deluged with scare propaganda warning us that the Negro-civil-rights sky is falling or the income-equality sky is falling or the right-to-prenatal-infanticide sky is falling. It is imperative that we be aware that these propaganda campaigns are no more than preliminary skirmishes designed to soften us up for yet another major assault on our rights as Americans.
Hysteriocracy also provides government a convenient smoke screen behind which they can hide not only their attacks on our freedoms and our wealth, but their blunders and incompetence as well. "If we can keep the people hysterical about something - anything - they won't notice what we're doing to them." Thus we have witnessed such manufactured national hysterias as anti-Muslim video hysteria (to conceal government incompetence and criminality at Benghazi), shut down the government hysteria (to demonstrate that fiscal responsibility is dangerous), and chemical weapons in Syria hysteria (to convince the American people to send untold numbers of young Americans to their deaths in order to assuage the :President's embarrassment over the exposure of his ineptness at foreign policy).
Hysteriocracy has become the major component of modern American governance. Over the last fifty years, the course of American history has been a steady progression from induced hysteria to induced hysteria. When the people became jaded to the 1960' s overpopulation hysteria, global cooling hysteria was substituted. When the sun started to warm up again, environmental pollution hysteria was introduced, with scare scenarios of phosphate poisoning and acid rain. When people became aware that that was a scam, they were introduced to ozone depletion hysteria. When we began to come to the realization that ozone depletion scare propaganda was not materializing, global warming hysteria was invented and marketed for mass consumption.
None of this hysterical propaganda is true, of course, but it's not meant to educate. It's meant to terrorize!
